The Pennsylvania Sewage Facilities Act (Act 537) requires that all new land development in the Commonwealth of Pennsylvania undergo sewage facilities planning initiated with the submission of a Sewage Facilities Planning Module Application Mailer. Len Bernstein, during his tenure with the Philadelphia Water Department, has reviewed thousands of Application Mailers for proposed new land developments in and around the City of Philadelphia. Len found that most of these Application Mailers were incomplete or incorrectly completed causing delays in the approval and permitting process.

Bernstein Engineering can provide the services necessary to complete and submit Application Mailers to the appropriate agencies in order to obtain either an exemption from further sewage facilities planning or a determination that the submission of a Sewage Facilities Planning Module is required.

Should a Sewage Facilities Planning Module be required, Bernstein Engineering can work with the owner, developer, engineer, or architect to complete and submit the Planning Module to the appropriate municipality and to the Pennsylvania Department of Environmental Protection (PADEP) through to final approval by PADEP.

Bernstein Engineering can also review new land development plans for compliance with applicable regulations and codes in order to prevent delays in the approval and permitting process.
